The study area boundaries are defined as the entire area within Licking County, Ohio excluding Etna Township, the cities of Pataskala and Reynoldsburg (which are in the Mid-Ohio Regional Planning Commission (MORPC) service area) and including the Village of Millersport located in Fairfield County.
