LCATS Public Involvement Process

LCATS Public Involvement Process is a proactive process and is an integral part of LCATS 3C (Continuing, Cooperative, and Comprehensive) Transporation Planning Process. The goal is to provide complete information, timely public notice, and full public access to key decisions and opportunities for early and continuing involvement.

All of LCATS transportation plans and programs (i.e., Transportation Improvement Program and draft 2030 Transportation Plan) will be available to the public for review and comment.

LCATS will follow guidance provided per the Federal Register dated October 28, 1993, 23 CFR Part 450, 49 CFR Part 613, Statewide Planning and Metropolitan Planning Rule, Section 450.316. Public notice will appear in the Newark Advocate which is the largest newspaper for circulation within the County. When necessary, notices will also appear in other publications.

When significant, written and oral comments are received on the draft 2030 Transportation Plan or TIP, a summary analysis and report on the disposition of comments shall be made part of the final Plan or TIP. If the final draft 2030 Transportation Plan or final TIP differ significantly from the one which was made available for public comment, or if they raise new material issues which interested parties could not reasonable have foreseen from the public involvement efforts, an additional opportunity for public comment on the revised Plan or TIP shall be made available.

LCATS Public Involvement Process will be coordinated with ODOT's Public Involvement Process wherever possible to enhance public consideration of the issues, plans and programs to reduce redundancies and costs.
